| ABOUT THE POSITION: Under the general direction of the Manager for Ancillary Services, the individual in this position is responsible for supervisory duties for medical record activities including overall specialized technical expertise for Medical Records Systems management for the organization, ensuring regulatory compliance (HIPAA, federal and state laws and regulations) across the organization, providing information as needed on medical records integrity
and management, policies and procedures, and provide guidance in patient record related legal issues. |
MINIMUM QUALIFICATIONS:
- Requires graduation and valid Registered Health Information Technician Certification by American Medical Records Association. Bachelor's Degree preferred, supplemented by five or more years of related experience in outpatient health information systems across multiple sites with significant supervisory experience.
- Strong experience in various aspects of Medical Records operations and use of health information systems plus with computerization and technology advances in health information.
- Strong knowledge of ICD-9-CM & DRGs, abstracting medical records, and analyzing charts.
- Knowledge of mandated laws and standards related to health information systems, federal laws governing accreditation standards applicable to the organization, such as JCAHO, NCQA, and knowledge of laws and regulations governing subpoenaed medical information, HIPAA, etc. strongly
desired.
- Knowledge of application of statistical methods and analysis techniques.
- Demonstrates strong supervisory abilities including ability to provide leadership, plan work, be organized, ability to prioritize work and responsibilities, work on multiple projects and meet deadlines.
- Knowledge of audit processes and requirements of various regulatory bodies, to assist the organization in meeting the necessary standards.
- Knowledge and ability to use computer applications in health information and general applications such as Microsoft Office (Word, Excel, Outlook, and PowerPoint).
- Ability to communicate effectively verbally, in writing, and in groups in order to establish sound working relationships with multiple departments and staff.
DUTIES AND RESPONSIBILITIES:
- Responsible for day to day operations of Transit Village Medical Records department and technical supervision of Medical Records areas across the organization.
- Supervision of the Transit Village Medical Records department includes supporting their daily functions by scheduling and assigning their work, responsible for hiring, monitoring performance and initiating disciplinary action as needed, enforcing department policies and procedures, and ensuring compliance with applicable regulations and organizational policies.
- Responsible for maintenance of medical records filing systems, and department safety and risk management issues.
- Manage functions performed by the medical records department including records storage, delivery and retrieval to the various clinical areas.
- Responsible for recommending and maintaining effective policies, procedures, systems, and working relationships with other departments, medical staff, providers, regulatory and reporting entities.
- Maintain privacy and confidentiality of patient and department information, protecting the liability of the organization, acting with integrity, reporting non-compliance, and adhering to applicable federal, state and local laws, HIPAA regulations and requirements as applicable, as well as La Clinica's policies and procedures.
- Conduct monthly staff meetings for better coordination of functions and responsibilities of staff and communication with other departments.
- Responsible for maintaining payroll entries, scheduling staff and leave approvals always ensuring adequate staffing for the department.
- Responsible for the Medical Records department budget and ensure that monthly expenditure is within budget and with proper approvals.
- Responsible for transcription services ensuring that reports are received in a timely manner and the services are provided without interruption, as per the contract.
- In coordination with the Ancillary Services Manager, works on improving the quality of the organization's health information records and services by reviewing and recommending policies & procedures as needed.
- Coordinates the processing of subpoenas for medical records and representing the Agency as Custodian of Medical Records, and provides technical assistance to all sites.
- In coordination with the Ancillary Services Manager, plans and implements medical records improvement projects as assigned.
- Participate in the Medical Records (Chart) Committee by providing the necessary technical input for health information system management throughout the organization.
- Participate in coding related activities across the organization as needed.
- Other duties as assigned by the supervisor.
